The Killeen ISD's plan involves several key strategies:
•School Improvement Method:: Focuses on improving foundational practices at the campus level through vetted programs or internal capacity building.
•Reassign (Closure): Considering reassigning students from Eastern Hills and Palo Alto to higher-performing schools, but not for Manor Middle School.
•Intervention Models: Implementing either the Accelerating Campus Excellence (ACE) model or the SB 1882 model.
•ACE Model: Providing stipends to high-performing teachers to incentivize them to teach at underperforming campuses.
•SB 1882 Model: Partnering with an open-enrollment charter school, giving the charter control over staffing, curriculum, budget, and calendar.
KISD is also undergoing District Optimization to address declining enrollment and potential federal funding cuts. This optimization effort includes scenarios involving middle school closures, rezoning, and the implementation of state-approved restart models. The board is expected to approve final optimization recommendations on October 28, which will then be incorporated into the turnaround plans.
The TEA requires campuses that fail to meet state accountability standards for multiple years to develop and implement a comprehensive turnaround strategy. If a campus fails to improve and earns an unacceptable rating for five consecutive years, the commissioner may appoint a board of managers to govern the school system or order the closure of the campus.
