Rio de Janeiro Police Operation: Deadly Raid and Federal Fallout

The 'Contenção Operation' was initiated by the Rio de Janeiro state government to counter the territorial expansion of the Comando Vermelho (CV) and capture criminal leaders operating within the state and beyond. The police sought to execute 100 arrest warrants, including 30 targeting members in other states, particularly Pará.

The operation resulted in the apprehension of 81 individuals and the seizure of a significant cache of weapons, including ten rifles, a pistol, three cell phones, and nine motorcycles. However, the high death toll has drawn criticism and led to a blame game between state and federal authorities.

Rio de Janeiro's Governor Cláudio Castro claimed the state was 'alone' in the operation, alleging that the federal government denied requests for armored vehicles. In response, the Ministry of Justice stated that it has consistently supported Rio de Janeiro's security efforts, with the National Force remaining active in the state until December 2025.

The disagreement centers around the necessity of a Guarantee of Law and Order (GLO) decree for the deployment of armored vehicles, which Governor Castro claims was denied. Federal sources argue that no formal request for a GLO was ever submitted.
