Employees were moved out, and the building has remained largely vacant.
A report by City Manager Kimberly Bizor Tolbert revealed that the city's staff conducted limited due diligence, failed to get disclosures from the seller, and only performed a surface-level review of the building. This led to the failure to identify significant deficiencies in major building systems, including plumbing, electrical, and HVAC systems. The city also planned for 1,400 parking spaces but found out later that the building could only provide half that number.
As a result, the city is now planning to sell the Stemmons building and pause all real estate acquisitions unless approved by voters or the City Council. They will also hire a contractor to help them figure out a master plan to manage the 5,800 properties the city has in its portfolio. A new online land management software, DallasNow, will be released on May 5, which will manage all permits, plats, zoning requests, and other land use applications online, ending the goal of a one-stop shop for permitting services.
Former City Manager T.C. Broadnax and other officials who were involved in the purchase are no longer with the city. Al-Ghafry, now DeSoto’s city manager, disputed Tolbert’s report, maintaining the building was safe and that the parking space limitations were known from the outset.
