Ethnic Serb mayors from Srpska Lista party, backed by Serbia's President Aleksandar Vucic, were sworn in following October elections.
The Kosovo government, dominated by ethnic Albanians, warned it would declare the inaugurations illegal if the Constitution is not respected. MLGA created teams to monitor the inaugural sessions, which will be physically present at all meetings to ensure compliance with all constitutional and legal procedures.
Tensions have remained high since 2023 when ethnic Albanian mayors were installed, leading to violence and injuries among NATO troops.
The new mayors have been given a mandate to close a dark chapter and to work in the interest of the citizens and the municipality. Milan Radojevic, the newly elected mayor of the northern, Serb-dominated part of the town of Mitrovica, said citizens “clearly expressed their will” in the October elections.
The EU-brokered dialogue between Serbia and Kosovo remains stalled, with Kosovo facing punitive measures for perceived lack of cooperation in establishing an association of Serb municipalities.
The installation of ethnic Serb mayors in northern Kosovo marks a fragile step towards resolving a long-standing crisis. The mayors are taking office in Mitrovica, Zubin Potok, Leposavic and Zvecan. The situation remains sensitive due to Kosovo's declaration of independence in 2008, which Serbia does not recognize, and the continued presence of NATO peacekeepers.
The previous government installed ethnic Albanian mayors in May 2023 through elections, following the resignations of Serbian mayors. Their placement in the municipalities was done with the assistance of the Police, after violent resistance from local Serbs to prevent them from receiving their mandates.
Serbia and ethnic Serbs are advocating for the establishment of an association of Serb municipalities. The government has stated that the new mayors must respect the laws of the Republic, its symbols and the decisions that were taken during the Albanian administration. The acting Minister of Local Government Administration said that his department will ensure that the inaugural sessions for the Serb mayors are held in accordance with Kosovo laws.
Q: Why is there tension in northern Kosovo?
Tensions stem from Kosovo's declaration of independence from Serbia in 2008, which Serbia doesn't recognize, leading to disputes over governance in Serb-majority municipalities.
Q: What is the role of NATO in Kosovo?
NATO maintains a peacekeeping force (KFOR) in Kosovo to ensure stability and prevent renewed conflict between ethnic groups.
The installation of ethnic Serb mayors is a critical development that could either de-escalate or further inflame tensions. Monitoring the actions of the new mayors and the response from both the Kosovo government and local Serbs is essential to understanding the future stability of the region.
