Mayor Bobby Sanchez emphasized the breach of public trust and has referred the findings to law enforcement agencies. The city is also seeking restitution for any unauthorized expenditures.

Stewart defended her spending, stating that all expenditures were budgeted, submitted, and subject to annual audit. However, the investigation disputes this, revealing that the mayor’s office frequently exceeded its budget for office supplies and administrative expenses. Additionally, Stewart declined to be interviewed for the investigation, raising further questions about her transparency.

The report also highlights instances where Stewart allegedly used city funds for political purposes, such as a fundraiser at the Hartford Club. Concerns were raised about a lack of documentation for many purchases, with auditors recommending tighter reviews as early as 2019.
