The affected area is bounded by Rinaldi Avenue to the south, Balboa Boulevard to the east, De Soto Avenue to the west, and the foothills to the north.
LADWP crews are working to repair the broken valve, which is located 20 feet underground, complicated by the presence of oil pipelines, a fiber optic line, a gas line, and large boulders. Excavation is necessary before repairs can begin.
