West Baltimore Celebrates $24 Million Affordable Housing Renovation

The renovation project, spearheaded by Volunteers of America Chesapeake-and-Carolinas with support from federal, state, and local partners, transformed the property into 71 upgraded units designed to meet the specific needs of homeless families, veterans, and individuals with mental health challenges.

The development includes central heating and air, full kitchens, one or two bedrooms, private bathrooms, washers and dryers, and access to an onsite service coordinator. Residents can also participate in the Housing and Homeless Services Program, which provides assessments to determine individual needs and referrals to other agencies and community organizations.

Baltimore has been actively working to combat homelessness and expand affordable housing options. In 2024, the city gained population for the first time in a decade, adding urgency to these efforts. Initiatives like the Housing Options and Opportunity Act, which amends zoning laws to allow multi-family, low-density housing in more neighborhoods, and the Buy Back the Block program, which offers grants to first-time homebuyers, demonstrate the city's commitment to addressing the housing crisis.

The Housing Authority of Baltimore City reported a significant increase in the number of residents securing housing through the Housing Choice Voucher Program, and the city continues to invest in projects like the Uplands Neighborhood revitalization to provide modern, affordable rental homes. With more than 400 additional affordable housing units in the pipeline, Baltimore is signaling its dedication to creating a more equitable and accessible housing market for all its residents.
